Redlands, CA October 1st began the enforcement of California Assembly Bill 17.11 preventing small religious groups from gathering in public places. Donut shops and restaurants often unwillingly host small group Bible studies that make other patrons uncomfortable. Senator John Vernon (D) authored the bill, so that diners won't have to deal with the discomfort of others discussing religion while they are eating. The bill was crafted so as not to discriminate against groups that are already facing cultural or social discrimination. Senator Vernon specifically excluded Muslims from the ban. He stated, "Our Muslim community is currently under enough duress from the right-leaning Christians in our state. This is a step in the right direction to keep the conversation going."
While many other local cities are deciding how they will enforce the new law, Redlands has quickly adopted a "zero tolerance" policy. Places of business will be posting a sign stating that religious meetings are not allowed (specifically Bible studies) and citizens or businesses can report illegal gatherings by calling the designated number (1-800-WE-TIPS) or dial 911 directly. Additional officers are already on duty and will respond immediately. The leader will be arrested for disorderly conduct and all other participants will be cited with a misdemeanor charge. City manager, Henry Allen, stated, "This has to stop. People are uncomfortable and we are going to support our businesses and lawful citizens."
Many religious leaders are supportive of the ban. The Reverend Tammy Michael Phillips of the Redlands Unitarian Church stated, "We have lots of great churches in Redlands. We don't need small groups of right wing Christians meeting illegally, encouraging others to study the Bible. The Bible speaks for itself. As Jesus said, 'Confront not thy brother, go within your house and pray in private.' "
Police have already received several tips and are staging for arrests as soon as possible.
